In 1919 on IX congress of “Dashnaksutyun” party in Yerevan was passed a resolution to begin terrorist act “Nemezis”. Under the leadership of Armen Garo in the list of “Nemezis” was included the statesmen and intellectuals of Turkey and Azerbaijan . In different counties was created the operating group consist of 3-5 persons each for finding and killing the persons from list. The statesmen and intellectuals of Turkey And Azerbaijan became a target of terrorist act “Nemezis” of “Dashnaksutyun” party.

Behbud khan Javanshir. The Minister of Internal Affairs of the Azerbaijan Democratic Republic killed by Armenian terrorist Misak Torlakian a member of the “Dashnaksutyun” party in Istanbul on July 18.1921

August, 4.1922. Anver pasha, the Military Minister of the Ottoman Empire, was killed by Armenians near Afghanistan
